As of the evening (local time) of Saturday, September 15, Typhoon Mangkhut, known locally as Ompong, has moved away from Philippines' northern island of Luzon. As of 20:00 (local time) on Saturday, Mangkhut was located 257 km (160 mi) northwest from Laoag, moving west-northwest towards the Chinese coast. Authorities have confirmed that at least 16 people were killed in flooding and landslides. Severe material damage, as well as transportation disruptions and power and telecommunications outages, have been reported throughout Luzon. Residual flights delays are expected through Sunday, September 16. Continued power, telecommunication, and ground transportation disruptions are anticipated in the coming hours and days as recovery efforts continue.

Individuals present in the abovementioned regions are advised to monitor local weather reports, anticipate transportation and power disruptions, follow instructions issued by the local authorities, and avoid flood-prone areas until the situation stabilizes. Remember that driving or walking through running water can be dangerous - 15 cm (6 in) of running water is enough to knock over an adult - and that floodwater may contain wastewater or chemical products; all items having come into contact with the water should be disinfected and all foodstuffs discarded.
