The Foreign Ministry has introduced a new regulation requiring citizens of Congo, Guinea, and Mali to submit an online entry form at least 96 hours prior to departure for Morocco as of Thursday, November 1. Officials indicated there are no current plans to extend the restrictions to additional countries. The move comes amid a reported increase in individuals who travel to Morocco in an attempt to migrate to the EU. Delays in travel, particularly at popular entry points, are likely during the introduction phase of the new requirement.

As many as 40,000 migrants have traveled through Morocco to Spain to date in 2018. Congo Brazzaville, Guinea, and Mali account for the majority of Europe-bound migrant traffic through Morocco.
