On Tuesday, November 20, members of the AutoEuroSyla staged demonstrations nationwide, with the largest gathering taking place at the Parliament building in Kyiv, as part of a sustained effort to protest a bill which would increase taxes on foreign-registered vehicles. Organizers indicated they will continue to carry out protests with the intent of convincing President Petro Poroshenko to veto the bill. Traffic disruptions associated with potential demonstrations are possible in the coming weeks.
The Ukrainian parliament passed the bill in early November to reinforce its ability to collect taxes on foreign-registered vehicles. In its current form, the bill structures taxes based on the age of the automobile, with older vehicles taxed at a higher rate than newer ones. At least three committees are attempting to re-write the bill, such as a structured tax based on the type of vehicle, although these efforts are not expected to succeed.
Individuals in Ukraine, particularly in Kyiv, are advised to monitor developments to the situation, allow for extra time to reach their destinations, and avoid all protests as a precaution.
