Foreigners with unpaid medical bills may be denied entry into the country beginning January 2019. The government hopes the measure will encourage visitors to purchase medical insurance, including plans specifically designed for travelers to Japan, before arriving in the country.

Context

Around 35 percent of medical institutions have reported unpaid medical bills from foreigners. An estimated 2600 foreign visitors require medical treatment each day. Japan is hoping to bolster its tourism industry and increase visits from 30 million in 2018 to 40 million in 2020.
