Tropical Depression Carina was located 315 km (195 mi) east of Tuguegarao City (Cagayan province; Luzon island) at 03:00 (local time) on Monday, July 13, and may make landfall over the area between the northeastern part of Babuyan and Cagayan between Monday night and Tuesday morning, July 14. As of Monday morning, the tropical depression is not expected to intensify into a tropical storm. Carina is expected to bring rains and gusty winds, and flash floods or landslides may occur as a result of possible heavy rainfall. Carina may also cause cloudy skies with scattered rain showers and thunderstorms over Metro Manila, Western Visayas, and the rest of Luzon.
Carina was previously a low pressure area (LPA), but developed into a tropical depression at 02:00 on Monday.
Associated flooding, landslides, and transportation and business disruptions are anticipated, as well as disruptions to power and communication services, in the coming hours and days.
Individuals in the affected areas are advised to monitor local weather reports, avoid areas directly affected by flooding, confirm road conditions before setting out, and adhere to instructions issued by local authorities. Avoid walking or driving through floodwaters; 15 cm (6 in) of running water is enough to knock over an adult.
