Authorities in Primorsky Krai have declared a state of emergency due to heavy snowfall on Thursday, November 19. As of Friday, November 20, some 150,000 people were rendered without power across the region, particularly in the cities of Artyom and Vladivostok. Conditions have been exacerbated by the prior two days of rain which has resulted in a layer of ice reaching 12mm (0.5in) in some areas. Emergency and military personnel have been deployed across the region to clear roads which have closed by falling trees.

Continued transportation disruptions, including hazardous driving conditions, power outages, and other associated disruptions are to be expected in affected areas over the coming hours.
