The fire reportedly came from the vicinity of Paghman district; potential intended targets of the rocket attack include a nearby police academy, the Marshal Fahim Military Academy, and the Afghan National Army barracks. No group immediately claimed responsibility for the attack on the area, which is predominantly home to members of the Hazara Shi'a community. Police lifted security cordons by 16:00 which were initially put in place after the attack. Additional militant attacks are possible on security forces installations and Hazara Shi'a neighborhoods in Kabul in the near-term.
