Event

Tropical Depression Samuel made landfall in the Philippines in the city of Borongan (Eastern Samar) at 02:00 (local time) on Wednesday, November 21, before passing back out to sea. The storm is currently moving on a west-northwest track over the South China Sea and is expected to make landfall for a second time in Vietnam November 24 or 25.

The Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA) has warned that moderate to heavy rain along with possible flash floods and landslides remain possible in Visayas, Bicol region, MIMAROPA, and southern Quezon in the coming days.

The depression is expected to strengthen over the South China Sea before hitting Vietnam between Qui Nhon (Bình Định Province) and Vung Tau (Bà Rịa-Vũng Tàu Province), possibly as a low-level typhoon. Flooding, mudslides, and heavy rain are to be anticipated. Central Vietnam was hit by Tropical Depression Toraji on November 18, which left 14 people dead and caused severe damage.
