Suspected militants kill at least 11 people across North Kivu and Ituri provinces on May 14; further attacks likely over the near term

Event

Local officials reported on Thursday, May 14, that seven bodies had been found near Beni (North Kivu province). Authorities believe the victims were killed by Allied Democratic Forces (ADF) militants. The ADF has reportedly kidnapped 16 individuals in the region over a series of attacks in the past week; nine of whom are still missing as of Saturday, May 16. At least 386 civilians have allegedly been killed in ADF attacks since November 2019.

Furthermore, four civilians were reportedly killed in Ituri province on Thursday by the Coopérative pour le développement du Congo (Codeco) group. Codeco has been accused of killing hundreds of civilians in the region since the beginning of the year.

Security operations targeting militant groups and attacks by rebel forces are possible in North Kivu and Ituri provinces over the near term.

Context

The attacks come as the Islamic State Central Africa Province (ISCAP) group claimed responsibility on Thursday for a previous attack near Beni, a first in the region. The government's limited presence in the DRC's eastern provinces, as well as the presence of numerous armed groups and local self-defense militias, has led to continued insecurity in the area.

The ADF is a Ugandan Islamist militant group that has been active in North Kivu province since the late 1990s. There has been local and international speculation regarding potential links between ADF rebels and Islamic State (IS) militants. According to local civil society activists, more than 200 civilians have been killed in almost daily attacks suspected to have been carried out by ADF militants in North Kivu since early November, when security operations began to combat ADF fighters.
