Roadblocks were reported in different parts of the country for a second day on Thursday, October 1, as protests to denounce the proposed tax increases and public spending cuts announced by the government continued. The National Rescue Movement and other groups began blocking highways and roads across the country on Wednesday, September 30, including in San José. At least 22 blockade points were reported by police officials on Thursday throughout the country. Clashes between protesters and police were also reported on Wednesday.

Further disruptions and associated protests should be expected nationwide in the near term. According to reports, police forces are focusing on securing passage for emergency vehicles and freight. Prolonged roadblocks could prompt a strong police response and therefore further clashes between security forces and protesters are possible.

Those in Costa Rica are advised to monitor the situation, avoid associated demonstrations, anticipate overland travel disruptions, and heed instructions issued by local authorities.
