Algeria Alerte de sécurité

Protests reported in Kabylia on eve of constitutional referendum on October 31; further protests likely over the near term

TIMEFRAME expected from 1/11/2020, 12h00 until 3/11/2020, 11h59 (Africa/Algiers). COUNTRY/REGION Algeria

Protests denouncing a controversial constitutional referendum were reported across the Kabylia region on Saturday, October 31. Reports indicate that gatherings were held in Tizi Ozou, Bouira, and Chabet El Ameur (Boumerdes province). Clashes were reported between protesters and security forces, who reportedly used tear gas to disperse crowds. Roadblocks were also reported in the aforementioned cities.

Further associated demonstrations are possible in urban centers across the country. Localized disruptions and heightened security are likely at protest sites.

On Sunday, November 1, Algerians voted in a referendum to decide, among other things, whether Algeria will go back to allowing its presidents a maximum of two terms in office, which was changed under former President Bouteflika in 2008 so he could run for a third term in power. The results of the referendum are set to be announced on Monday, November 2. To win the referendum, a majority of at least 51 percent is needed for either the "yes" or "no" camp. Opponents have claimed that the referendum falls short of fundamental reform.

Those in Algeria are advised to monitor the situation, avoid all protests as a precaution, and heed any directives issued by local authorities.
